PURPOSE AND USE OF HANDBOOK
The Handbook exists to foster the efficient operation of Immaculate Conception School. To meet this objective, the School administration is given flexibility and the ability to exercise discretion. In appropriate circumstances, the Principal has the discretion to take actions other than those specified in the Handbook. This Handbook is not intended and should not be considered to create any additional rights for students or parents/guardians.
AMENDMENTS TO HANDBOOK
This Handbook is subject to change at any time when determined to be necessary by the School administration. If changes are made to the Handbook, parents/guardians will be notified promptly.

Immaculate Conception School admits students of any race, color, national and ethnic origin to all rights, privileges, programs and activities generally accorded or made available to students at the school. FORWARD
Immaculate Conception School has offered the opportunity and the advantages of a Catholic Elementary Education since 1949.
Staffed by qualified lay faculty members, the school endeavors to present Christian principles and to promote a learning situation in which these values permeate each aspect of the curriculum. Competent and dedicated teachers, obliged to continue their education through professional courses and in-service workshops, comprise the faculty of Immaculate Conception School.
The purpose of this handbook is to acquaint both students and parents with the philosophy of the school and to present a summary of the programs and policies of the school.
To fulfill the duties entrusted to them, teachers need the interest and cooperation of the primary educators - parents. When parental and professional goals are in harmony, the child is the beneficiary of the concerted efforts of his/her parents and teachers.

ADMISSIONS
A child registering for Kindergarten must be five on or before October 31st. Birth Certificate, Baptismal Certificate and copy of immunization records are required at the time of registration. If a child has been baptized at Immaculate Conception Church, a Baptismal Certificate is not required.
Catholic applicants requesting admission to grades other than Kindergarten are required to show verification of reception of any additional sacraments.
Whenever available spaces are limited in any given grade level, preference will be given to families who have children in Immaculate Conception School. Our waiting list is maintained for one academic year. Re registration is required for the succeeding year.
AFTER SCHOOL PROGRAM
Our After School Program is available only on full days of school for students in grades K- 6. Hours are from 3:00 p.m. to 5:30 p.m. There is a fee for this service.
ATTENDANCE
Prompt, regular attendance is absolutely essential to academic success. The parent/guardian is expected to foster these good habits in the student, both for the benefit of the student's current academic achievement and to encourage mature adult behavior in the future. Students who are absent more than 18 days are subject to the retention policy.
Parents should report absence of child to school office (864-9346) before 8:30 a.m. If no call has been received by 9:00 A.M, the school secretary will make a reasonable effort to reach a parent/guardian by phone to verify the legitimacy of the absence. These procedures represent a mutual effort to account for the presence of the student during school hours.
All students who are absent must return to school with a written excuse. The note must include dates of absence and reasons. A doctor's note is required for all absences in excess of five days. This is New Jersey State Law - the notes must be kept on record. This applies to students who have taken extra vacation days as well. Excuse must be given to the teacher upon returning to school.
If a student is absent from school because of illness or disciplinary action, he/she will not be permitted to take part in athletic activities that afternoon or evening.
A student who deliberately avoids coming to school, contrary to the wishes of his/her parent/guardian, is considered truant. Habitual truancy will be reported to the Attendance Officer of the child's district of residence. A student who is chronically truant will be subject to discipline.
BICYCLES
Students in grades Kindergarten, One, Two, Three and Four are NOT permitted to ride bikes to school.
Students in Grades Five to Eight, who do ride bikes, must walk the bike on school property in order to prevent accidents, and all bikes must be locked in the bike rack near the convent.
CARE OF SCHOOL PROPERTY
Care of school property is the responsibility of each child. This applies not only to the school building and furniture, but to books as well; this is why we request that all text books be covered at all times and books be carried in a book bag. Parents are financially responsible for the loss or damage of school property.
To safeguard property, no gum chewing and/or throwing snowballs on bus or school property is allowed.
CHANGE OF ADDRESS OR PHONE NUMBER
Any change of address, phone number, both home and business, or other important changes in the status of the student should be brought to the attention of the School administration as soon as they occur.
CLASS PARENT
The main responsibility of the parent is to make phone calls, communicate important information to classmates, especially delayed openings and school closings. Parents are asked to assist at holiday parties, special projects or accompany the class on a trip. Anyone interested in volunteering for this may sign up for the position at the start of the school year and must attend “Protecting God’s Children Program”. (Virtus Training)
The computer lab and classrooms contain computers for the use of all students. The purposes of the assignments given are to augment and reinforce what is being taught in the classroom. The students must follow the general rules as posted and must adhere to the RULES OF CONDUCT in the ACCEPTABLE USE AGREEMENT FOR TECHNOLOGY. (A copy of the AGREEMENT is included).
We expect all students who use the computers to follow these rules. Actions that are severe will result in the loss of computer privileges, confiscation of materials found, notification of parents/guardians, conference with parents/guardians and, in extreme cases, suspension.
COURT ORDERS
If there is a court order specifying the rights and responsibilities of individual parents, it is the responsibility of the custodial parent to provide the School with an official copy of the court order. The custodial parent may wish to supply the Principal with the "custody section" of the divorce decree if it contains information, which may be useful to the School in fulfilling its obligations.
CURRICULUM
The primary goal of the program of instruction at Immaculate Conception School is to provide those learning experiences, which most effectively inculcate worthwhile attitudes and impart the knowledge and skills necessary for the spiritual, intellectual, emotional and physical development of the child.

The religion program has as its aim to teach all the children the art of living as a child of God. Its purpose is to help the students engage in the process of discovering how the Living Word helps them experience the ways of Jesus in their everyday life. It also shows students how they can participate more fully in the Spirit-led life of the People of God through worship, reception of the sacraments and service to others. All students are required to complete successfully the appropriate religion course and attend prayer and liturgical services, which are part of the school program.
DETENTION
If a child receives an after school detention, parents will be notified beforehand. Detention is held from 3:00 p.m. until 3:45 p.m. for students in grades 3 -8.
DISCIPLINE
A spirit of Christ-like charity, respect for authority and mutual cooperation are essential elements of the learning environment at Immaculate Conception School. Students are expected to act with courtesy and respect toward one another and toward all members of the staff. They must take seriously their obligation to develop lifetime habits of self-control and concern for the well being of others. Home and School will work together to help students to learn and live the qualities of responsible behavior and the elements of good citizenship.
A student who chooses to disrupt the good of the school or to violate a policy or regulation will have to accept the consequences of those irresponsible choices. Appropriate discipline is within the discretion of the Principal. Accountability for uncooperative, disruptive or unsafe behavior may take any of the following forms: misconduct referrals or warnings; punishment assignments; denial of privileges; detention; in-school suspension; out-of-school suspension; or expulsion.
Actions that violate the law, threaten or cause harm to other students or staff members, disrupt or impede the welfare and progress of the school community, or bring discredit to the School will not be tolerated. Such actions or other severe violations of School rules may result in immediate expulsion. If a student persists in violating basic obligations of courtesy, consideration, respect, cooperation or safety, a Principal/Parent/Student conference will be scheduled. All subsequent discipline, counseling, consultation and corrective action plans will be viewed as positive Home-School efforts to help the student improve behavior. If these cooperative efforts of parents and school staff prove ineffective, the student will be subject to expulsion or may be denied re admittance to the School.
Discipline is a necessity for education as it is for life. The aim is to foster self-discipline, for this is the discipline that will remain throughout life. We all have freedom but that freedom stops when it infringes upon the rights of others. Any student enrolled in the school comes under the protection and guidance of the school administrator and teachers. Students are expected to act as ladies/gentlemen at all times and to adhere to school rules, respecting themselves and others. Students are not to leave the school building or grounds without permission from the administration. This is necessary for their protection. When leaving the premises, parents must sign the early dismissal book.
EARLY DISMISSAL
The School will permit only the custodial parent, or her/his designee, to pick up the child during or at the end of the school day. The non-custodial parent will not be permitted to remove the child from school during or at the end of the school day; a one-time telephone authorization may be acceptable. For early dismissal, pupils must bring a signed request from their parents. Parents must call for their child at the school office and sign the early dismissal book.
In case of early dismissal due to inclement weather, parents/guardians will be called from the school stating dismissal will be at 12:00 noon.
Snow and/or icy roads may necessitate cancellation of school or a delay in starting time. School closings due to inclement weather follow the same schedule for closing as the Secaucus Public Schools. For those in town the whistle will blow at 7:00 a.m. It will also be announced on Cable Station -News12/NJ, Local Channel 36 & NBC/Channel 4. The class parent will also contact each family in this case. If school is to be closed, parents/guardians will receive a call from the class mother. Please do not call the school, rectory or class mother.
It is imperative that parents complete an emergency card for our school records. In the event of a change in your address, telephone number, or family status, please notify the school office immediately. This information is vital in case of an emergency.
All students registered may participate in school-sponsored extra-curricular activities.

Students whose chronological age is greater than that typical of their grade level are eligible for special consideration for participation in activities.
Prior to participation, the coach or Principal will inform parents/guardians and students in writing about the requirement of time, travel, uniform and expenses so that students and parents/guardians are aware of the commitment they are expected to make.
Students who are participating in an activity are expected to remain for the duration of time scheduled. Suspended students do not attend.
There is no supervision until the scheduled time when the coach arrives: No students can be admitted into the school building until then.
Students who fail any major course (Religion, English, Math, Reading, Science or Social Studies) will be suspended from activities until the next academic warning period.
Students whose behavior is disruptive will be suspended by the Principal, after consultation with the teacher(s). The coach may also suspend a student from one game or one practice, after consultation with the Principal, if the student’s behavior is inappropriate.
The procedure is a verbal warning followed by a written notice.
FIELD TRIPS
On occasion, Immaculate Conception School will sponsor and conduct field trips for the educational enrichment of the students. Participation in field trips is a privilege. No student may participate in a field trip unless a signed parent/guardian permission slip for the specific event is submitted to the School. The permission slip form is provided by the School.
FINANCIAL OBLIGATIONS
Payments toward tuition may be paid through the F.A.C.T.S. program or directly to the school twice a year or in one full payment.
Immaculate Conception School has specific procedures for fire drills. Special class time is used to instruct and review safety procedures with the children. Fire drills are conducted as directed by New Jersey Law 18A: 41-1. Running, shoving, and/or talking are considered unacceptable behaviors.

Immaculate Conception School participates in Federal and State Programs applicable to us.
HEALTH SERVICES
A nurse is at Immaculate Conception School one day per week, and upon request in an emergency. The following is a summary of the medical screenings received by students during the year:

HOMEWORK
Homework is an important aspect of the learning process. Homework is assigned to supplement and reinforce class work as well as to develop certain skills. Parents can help their child/children greatly by arranging a definite, supervised homework study period. Written homework is not the only type of homework; study and research projects may also be given. The child must realize that homework is his/her responsibility. Another means of teaching responsibility is to see that the child comes to school prepared, having proper books, paper, sharpened pencils, and other necessities. Homework is assigned Monday through Friday.
The following time allotments are only a suggestion. This is a variable since proper work habits, attention span, etc. must be taken into consideration.

HOME-SCHOOL COMMUNICATION
The Home-School Association, under the direction of the principal, the pastor, and the Home-School officers, meets six times a year. The purpose of the Home School Association is to engage parents actively in the life and growth of the school.
Through school-wide meetings, social and seasonal activities throughout the year and participation in special school programs, the Home-School Association provide invaluable opportunities for vital, interested, and harmonious interaction among the members of the Immaculate Conception School community - the principal, pastor, parents, teachers and students. All parents are required to become members of this association and to be actively involved in its undertakings.
Immaculate Conception School sends a yearly calendar and monthly calendars detailing the events of the school year.
The Principal sends a newsletter containing major items of information about the school and its programs.
The Home-School Association sends newsletters containing the news of the Association and its plans.
Members of the school staff who wish to communicate with the parents of a student may do so by making a mutually convenient appointment by phone or letter; likewise, parents who wish to communicate with a member or members of the school staff may contact the persons involved to set up a mutually convenient meeting time.
For the sake of good order in the school, parents may not approach teachers or staff members during the school day without having made a previous appointment.

IMMUNIZATION REQUIREMENTS
v DTP: A minimum of four doses.
v OPV: a minimum of three doses, provided at least one dose is given on or after the fourth birthday.
v Measles vaccine: one dose administered on or after the first birthday.
v Rubella vaccine: administer on or after the first birthday; children who were immunized before the first birthday are to be re immunized.
v Hepatitis vaccine
v Mumps vaccine: one dose administered on or after the first birthday; children who were immunized before the first birthday are to be re immunized.
AN APPLICANT WHOSE IMMUNIZATION RECORD IS INCOMPLETE
WILL NOT BE ADMITTED.
The library contains a broad selection of books and audio-visual materials. The library is available to all students during a regularly scheduled library period. Children are encouraged to borrow library books as a means of developing good reading skills.
Students should bring a lunch from home. Check your calendar for the hot lunch schedule. Children may not bring soda to drink for lunch. Only iced tea, water or juice is permitted. Students are not to bring glass bottles. Candy and gum are not allowed at any time during the day or recess. Please remind your child not to waste milk or food. Please give them only as much as they can eat for lunch.
Grades K-8 will spend recess outdoors, unless the weather is inclement. Please dress children accordingly with boots and warm clothing for outside play. Students should not leave the property after arrival in the morning or at recess.
MILK PROGRAM
Milk will be available for lunch. Billing occurs twice a year.
To provide a spiritual and academic education for each child, ICS needs the full cooperation of the parents/guardians. In the spiritual development of the child, the first teacher is the parent/guardian, with the school acting as a re-enforcer of the Faith. For this reason, we expect parents to participate regularly in the sacramental life of the Church, to share the importance of their Faith with their children, and demonstrate their Christian concern in examples of service to others. Academic development is best fostered by a consistent effort to monitor your child’s homework, test grades and report card.
Parents/guardians who are parishioners of Immaculate Conception Church are required to register and be active members of the parish.
Each parent/guardian is required to perform a minimum of fifty hours of contributed personal service assigned by the Principal and/or Home/ School Association. This responsibility is met through supervision of the lunchroom/playground, working the lunch kitchen, library, Home/School Association sponsored activities or other services.
PARENTAL RIGHTS TO SCHOOL RECORDS
Immaculate Conception School abides by the provisions of applicable law with respect to the rights of non-custodial parents. In the absence of a court order to the contrary and upon request, the School will provide the non-custodial parent with access to the student's essential academic records.
PICK-UP FROM SCHOOL
The School will permit only the custodial parent, or her/his designee, to pick up the child during or at the end of the school day. The non-custodial parent will not be permitted to remove the child from school during or at the end of the school day, unless there is written authorization from the custodial parent. In an emergency, a clearly defined, one-time telephone authorization may be acceptable.
Student use or possession of radios/beepers//headsets/cellular phones or electronic games (including virtual pets) during school is not permitted.
Students who violate this rule will have their radio/beeper/headset/cellular phone/electronic game confiscated.

REPORT CARDS
Report cards are distributed quarterly. Parent-Teacher Conferences are scheduled in November and March. Other appointments with teachers are made on an individual basis initiated by either the parent or teacher. These appointments must be scheduled either before or after school hours.
Progress reports will be given to the students in Grades 3 - 8 midway through the marking period. These progress forms need to be signed by the parent/guardian and returned to the teacher within two school days. If they are not returned the parent will be notified by phone.

A student may not be released from school to anyone other than the parent/guardian or person on the emergency card without an explicit written permission. This permission must state the name of the person to whom the student is to be released and the date and time this person will report to school. Parents/guardians must pick up the child at the main office at the designated time.
RELIGIOUS EDUCATION AND RELIGIOUS SERVICES
The non-Catholic student is welcome at Immaculate Conception School. The non-Catholic student is expected to understand and agree that the School exists to educate in the framework of Catholic values. Non-Catholic students must participate in the Religion classes and liturgical services scheduled for students during the school year.
Faith is a gift from God. This gift must be nurtured through prayer and sacraments. The life of faith lived at home in a family environment is supplemented at Immaculate Conception School as we reinforce respect for God, others, and self.
You are invited to participate in our liturgies and prayer services throughout the school year. Your presence adds joy to our celebrations.
RETENTION
Students failing three major subjects will be required to repeat the grade; a failure in one or more major subjects requires summer school at an accredited facility. To receive a diploma at graduation, students must pass all subjects.
Students who are absent more than 18 days will be considered for retention.
SUPERVISION
Immaculate Conception School's responsibility for supervision of students begins at 8:00 a.m. and ends at 3:00 p.m. Students should arrive between 8:00 a.m. and 8:15 a.m.
SUSPENSION
A student is liable to suspension for:
1. disrespect for those in authority
2. fighting or class disruption
3. vandalism of any sort - offender will be held financially liable
4. substance abuse - smoking, drugs or alcohol.
In the case of suspension, both parents must come to the principal and discuss the issue before the child will be reinstated in school. The student who has been suspended is held responsible for all the school work accomplished during his or her absence. The length of the suspension depends on the gravity of the offense.
TARDINESS
Children who are not in their classrooms by 8:25 a.m. are considered late. A late slip must be obtained from the office before the child is permitted to enter the classroom. Tardiness is recorded in the state register. If a child is tardy three times within a marking period, he/she will be required to stay for detention from 3:00 p.m. - 3:45 p.m. on the following Thursday. Parents should encourage their children to be on time.

TELEPHONE
Please do not call teachers or students during school hours. Parents should not be called If a student forgets a book, assignment, etc. Messages or lunches should be left in the office with the child's name and grade.
The pay phone in the cafeteria is not to be used by the students.
TESTING PROGRAM
All classes participate in the testing program required by the Archdiocese of Newark. These tests are administered to help determine a child's strengths and weaknesses. As a result, we are better able to meet the needs of the individual students. The results of these tests are sent home and to the high school the students in Grade 8 plan to attend.
TRANSFERS
The principal of the school should be notified one week prior to the date that the transfer is to be issued. Written notice from the parents or a personal request by them is necessary before cumulative school and health records are forwarded to another school.

All students from Grade K to Grade 8 are required to wear the complete school uniform. Coming to school and going home from school the uniform must be worn.

SPRING UNIFORMS
Spring uniform is worn in September, October, May, and June. Girls and Boys wear navy blue walking shorts, white golf shirt, white crew socks and school shoes or white sneakers.
No makeup or jewelry is to be worn in school or while in school uniform. Girls may wear small, simple post earrings. "Fad" or bizarre hairstyles are not permitted. Boy's hair length must be above shirt collar.
GYM UNIFORM
Students in Grades K - 8 must have a school gym uniform, which can be purchased at Lobel's. Gym shorts may only be worn Sept, October, May and June. Gym sweatpants are worn November – April. Sneakers must be worn on gym day only. White crew socks are required for gym. School blue t-shirts may be ordered through the school store.

VIRTUS TRAINING
All parents are encouraged to attend the “Protecting God’s Children Program.” This is a requirement for all class parents or a parent wishing to attend class trips. Background checks are also required.
VISITORS/PARENTS
All parents/guardians and other visitors must report to the School Office upon entering school. No one may go to the classroom or playground during school hours. This rule is for the safety of our children and to prevent the unnecessary disturbance of the classes in session. A teacher’s first responsibility is to his/her class during school hours. Messages for students or teachers may be left in the Office. Formal Parent Conferences will be announced during the school year.
We encourage students to develop responsibility by remembering gym clothes, assignments and/or test papers. The students will only use the phone for emergency situations, such as: medicine, eyeglasses, and keys. Permission should be given at the Office. Parents are requested to bring forgotten items directly to the Office.
WALKERS - CARS
Students who walk to school or come by car are not to arrive before 8:00 a.m. as there will be no supervision for them. No ball playing is permitted before school.

DRUG POLICY
:
The Superintendent of Schools, acting as agent for the Archbishop, has signed the Drug-Free School Zone Agreement. Consequently, all schools of the Archdiocese of Newark are on record as having agreed to cooperate with the county prosecutors and local law enforcement agencies in their efforts to deter students’ from becoming substance abusers.
:
The following prohibitions are meant to keep our school, and the areas around it, safe for law-abiding students. Students are forbidden to possess, use, sell or receive drugs, alcohol, steroids, controlled dangerous substances or drug paraphernalia on or near (within 1,000 feet of) school property or at any school sponsored functions. This prohibition extends to any time or activity during which students are under the supervision of the school. Students who violate this rule
are subject to serious disciplinary measures, including expulsion.
As a member school of the Archdiocese of Newark,
School agrees to cooperate with appropriate law enforcement agencies as specified in the Drug-Free School Zone Agreement.
POLICY ON ADMINISTRATION OF MEDICATION
Immaculate Conception School strongly discourages the administration of either prescription or non-prescription medication in school or on field trips. However, if it is absolutely essential that a student receive medication while under School supervision, the following procedures apply:
1. A parent/guardian should come to the school office and personally administer the medication.
2. this arrangement is not possible, the School Nurse or the Secretary will administer the medication under the following conditions:
v The medication must be given to the School Nurse or Secretary by the parent/guardian
v The medication must be in the original pharmacy-labeled container

Students will be permitted to self-administer medication only for life-threatening illnesses or conditions. The parent/guardian must schedule a conference with the School Nurse to discuss in detail the need for the medication. The parent/guardian and the student's physician must complete and sign an "Authorization for Self-Administration of Medication in School" form. This form is available from the School.
All medication which students take during school hours must remain in the School Office. No child may keep medication on his/her person, in the desk or in the closet.
POLICY ON ADMINISTRATION OF EPINEPHRINE
As permitted by New Jersey law, the School shall follow the orders of a physician or advanced practice nurse for the emergency administration of epinephrine via epi-pen for anaphylaxis.
Parents/Guardian Authorization and Agreements regarding Liability
Written authorization for administration of the epi-pen must be received from the parent or guardian of the Student. The parents/guardians of the Student shall be notified that upon administration of the epi-pen in accordance with procedure below as provided by law, the school and its employees or agents shall have no liability for any injury arising from administration of the epi-pen to the Student. The parent/guardians of the Student shall indemnify and hold harmless the School and its employees or agents for any such injury, as provided by law.
Administration of the Epi-Pen by the School
The School nurse shall have primary responsibility for administration of the epi-pen. In the absence of the School nurse, another School employee-designated and trained in administration of the epi-pen by the School nurse pursuant to New Jersey law-may administer the epi-pen.
SUSPECTED CHILD ABUSE OR NEGLECT
New Jersey State law requires that any person who has reasonable cause to believe that a child may have been subjected to abuse or neglect, must make a report to the New Jersey Division of Youth and Family Services.
ASBESTOS MANAGEMENT PLAN
The School's Asbestos Management Plan is on file in the School office, as required by the federal Asbestos Hazard Emergency Response Act (AHERA). This document is available for examination upon request.
